To carry out the FCC ‘white space’ decision of the other week, I would suggest adding the mission of carrying broadband to the USDA’s Rural Utilities Service http://www.usda.gov/rus/. RUS is the descendent of the Rural Electrication Admin, which had basically the same mission for electricity.
